[Bug fortran/42443] New: open ignores status statement

[motiz at 012 dot net dot il]

Trying to create new file, using open statement with status='REPLACE' causing a
runtime error, file not found.
the specific syntex:
open(unit=101, file='~/Moti.txt', status='REPLACE')

got same result with status='NEW'
