[Bug fortran/39997] New: Procedure(), pointer & implicit typing: rejects-valid / accepts-invalid?

This is a tracking bug. It partially applies directly and partially for the
almost ready proc-pointer components patch.

I first ask ask comp.lang.fortran, but Richard Maine's reply was that he sees
the problem but feels he cannot answer it:
