[Bug c++/39963] New: undefined reference not signaled

compiled with 
gcc -o bug bug.cpp
withouth errors (the uninitialized reference is not signaled)

class bug
{
        int & A;
};

int main()
{
        int C = 10;
        bug B[5];               // <---- uninitialized reference
        B[0].A = C;             // <---- crash

withouth errors (the uninitialized reference is not signaled)

bug.cpp: In constructor ‘bug::bug()’:
bug.cpp:8: error: uninitialized reference member ‘bug::A’

The uninitialized reference must be signaled in the first two cases ? I am not
sure, so i report it
( g++ same behaviour )
