[Bug libstdc++/38107] gcc source contains a struct with no data members (actually 1 byte in size) and compiler does not initialize it, resulting in IBM Rational Purify reporting an Uninitialized Memory Read.

For sure nothing is going to happen in this area within the current ABI. In the
context of a future ABI (for C++1x) these traits will be used in a completely
different way, probably will not be used at all, dispatching based on
"Concepts" will be used everywhere. In any case, "Purify" had better learn
about these issues, in order not to emit false positives, "Valgrind" for
comparison works perfectly.
