I'm sorry it's taken me so long to comment on this issue. I've been traveling for most of the time since you reported this issue. The change in driver behavior is intentional. Using the sysroot flags (including --with-build-sysroot) is indeed the intended way of doing what you need to do. You are right, however, that the driver will look for a /usr subdirectory within the build sysroot.
