I'm disinterested in the rest of this PR, but I will comment on the above. gfortran through the 4.1.x and 4.2.0 releases started to abuse the leniency it was granted with respect to deviating from the normal release branch rules. With 3 active branch I communicated with other gfortran deverlopers about following the release branch rules because it was simply too difficult to manage and backport with our current manpower.
