And we already got a report of this type before (upon it I decided to clarify the documentation, which now clearly states that in 4.2.x the complete sanity checks are *always* carried out, thus the availability of "de_DE" is compulsory).
A few days ago was thinking that maybe a sensible compromise could be the following: do the sanity check involving "de_DE" only in case of 'auto' locale config.
