[Bug fortran/29578] New: inquire(...) returns formatted=="YES" for unreadable and unformatted files

Inquire returns for formatted "YES" for the following cases:

- not opened file, which is not readable. How should gfortran know?

- opened or unopend, finite-size unformatted file. This is clearly wrong.
