[Bug fortran/29532] New: [4.1 regression] test suite failures

comparing the 20061007 and the 20061020 build on amd64-linux-gnu I see the
following regressions (Debian amd64 unstable):

+FAIL: gfortran.dg/io_constraints_1.f90  -O   (test for errors, line 73)
+FAIL: gfortran.dg/io_constraints_1.f90  -O  (test for excess errors)
