[Bug middle-end/24776] New: [GOMP] non-TLS and thread private

[pinskia at gcc dot gnu dot org]

Right now if TLS is disable (or if a target does not support TLS) the thread
private testcase fail.  There should be a way to enable thread private and non
TLS targets.
