Indeed, not a bug. Really, we cannot do better than the default behavior (0)
for the default, sync-ed, cin, cout & co, because of the issue explained in
detail in libstdc++/12077: the fix removed the non-trivial showmanyc from
stdio_sync_filebuf and thus the possibility to return something > 0 from
in_avail.
