Not fixed in 4.0:

$ cat pr18960.f90
  print *,eoshift((/'h', 'e', 'l', 'l', 'o'/), 3)
end
$ gfortran pr18960.f90

pr18960.f90:1: internal compiler error: Segmentation fault
