[Bug fortran/23375] New: show location for runtime errors

For runtime errors like bounds checking violations, we display

Fortran runtime error: Array reference out of bounds

without an indication of where the error occurs. There is some
support in runtime/error.c (with the GFC_SHOW_LOCUS environment
variable), but it is unsupported by the front end at the moment.
