Background:

Naz Foundation International (NFI) is an international development agency
headquartered in the UK, with its regional programme office based in
Lucknow, India, where it implements a regional programme of technical and
institutional assistance to support its South Asia country partners to
strengthen their capacity to support locally-based MSM and HIV and sexual
health interventions in their countries. 

 

As a coalition response to the sexual health needs of MSM and hijras in
South Asia (PSI Nepal, UNDP, NFI, and its seven country partners), a South
Asia multi-country regional application was made to the Global Fund on AIDS,
TB and Malaria Round 9, which was secured. Countries engaged in this will be
Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. 

 

NFI as a sub-recipient (SR) of this project, where PSI Nepal will be the
principal recipient (PR), will be responsible for implementing the range of
programmes to support the different countries through a process of Community
strengthening, reducing vulnerability, and minimising risk of the further
spread of HIV for men who have sex with men and transgender populations in
South Asia. 

Job Summary 

 

The in-country Technical Advisor is seconded to the NFI country partner in
India and will be responsible for providing on-going technical assistance
and support to the country relevant to its activities providing sexual
health services for MSM and transgender people. This will include, providing
on-going advice, capacity strengthening and training for the staff of the
country partner, along with the provision of training programmes for their
down-stream partners, along with management support, monitoring and
evaluation, and ensures that regular reports are provided to the NFI
Regional Office, including M&E Reports. 

 

Responsibilities 

.         Act as an external technical advisor to the country partner that
the person is assigned to. 

*       Provide on-going technical advise, institutional support and
capacity development to the country partner that the person is assigned to.

.         Provide capacity strengthening and training support to the country
partner and its downstream partners. 

.         Develop quarterly and annual work plans of engagement with the
country partner that includes monitoring data. 

.         Monitor and evaluate country partner on which technical advice is
based, along with submitting monthly and quarterly reports to the NFI
Regional Office Technical Support Manager. 

.         Works closely with the Director of the country partner, both in
terms of programmatic work, as well as with other stakeholders and
government. 

.         Keeping up to date with information, debates and knowledge on MSM
and hijra issues, specifically how they affect sexual minorities in south
Asia, South-east Asia and other developing countries. 

.         Provide information, policy papers, reports and briefings on a
range on HIV/AIDS, sexual health, sexualities, welfare and rights issues as
and when requested. 

.         Develop, in conjunction with research partners and NFI' Research
Coordinator, research project proposals to manage any relevant research
projects. 

.         Undertake specific research activities as determined by senior
management. 

.         Make presentations on a range of HIV/AIDS, sexual health, welfare
and rights issues. 

.         Attend meetings, forum and conferences as requested. 

.         Attend meetings with other members of NFI staff and volunteers,
along with the Country Partner's staff and volunteers

.         Undertake self-supporting administration duties. 

.         Any other duties commensurate with the salary as requested. 

 

NFI retains the right to require an employee to contribute to project
activities not specifically mentioned above and to request an employee's
participation in cross-training in other departments as a form of
advancement and personal development. 

 

Qualifications 

 

.         Knowledge of MSM, HIV/AIDS, NACP III and sexual health (Essential)


.         Proven training skills and good communication abilities in
HIV/AIDS prevention, care and support, sexualities, gender, human rights. 

.         Proven experience of working with MSM and sexual health issues in
an CBO/NGO setting 

.         Knowledge of MSM issues in south Asia and developing countries
(Desirable) 

.         Educated to masters degree level (Essential) 

.         Knowledge on Institutional and Financial management systems
(Essential)

.         Computer literate with a very good working knowledge of Windows
Microsoft Office products. 

.         Good communications skills in both English and the relevant
language of the country (Essential). 

.         Fluency in English (Essential). Knowledge of other Indian
languages would be useful 

.         More than 5 years experience in health or development (desirable) 

.         Demonstrated competence to assess priorities and meet deadlines
with attention to details and quality. 

.         Ability to work independently and as a team player with
demonstrated leadership skills, communication, networking and presentation
capabilities. 

 

Remuneration: 

Salary package will be commensurate with qualifications, experience, last
salary and budgetary requirements.

 Will report to the Regional Technical Support Manager
