I've heard people mention eamon deluxe won't run correctly on vista, but have run it on 32 bit windows 7 where there is a reasonable windows console mode and I have no idea about windows 8. however sinse I've just got xp to test I haven't managed to try either.
I suggest downloading the games and trying them out.

The reason i ask is I have a number of older MS Dos games and play
them all the time on Windows 7. Games like Piledriver, Mission to
Mars, Run for President, etc run just fine on the 32-bit version of
Windows 7.  In fact, I've gotten them to run on the 32-bit release of
Windows 8 as well. Its only my 64-bit machine where the games refuse
to run. So some clarification here please.
