The plane quests have been a problem for a while; we originally thought that people high enough level to get to gad's landing would have most of the spells. The current plan is to put scrolls for each of the spells in the guild itself, so that everyone can complete those quests.
I can't answer to the puppeteer quests. If it doesn't show up on your quest or job lists, I wouldn't worry about it.
