I've not heard of any regular card or dominoe games for Android, though not
being an Android user myself it's likely I've missed some.
About the best option I can think of is Rs games. They have a regular online
client for windows that plays a hole bunch of card and dice games, but there
is also a browser based web client which might work with chrome on android.

Ian has made both a classic dominoes game, and a fives and threes varient,
plus a number of card games including several versions of solitare,
cribbage, heartsand whist.
There is also Gma cards freely available from www.gmagames.com, which has
kings corner, rummy and a couple of other games, and the online playrooms at
blind adrenaline, allinplay and Qentin C.
