Hi Michael,
As to why there aren't many truly 3D games it could have several 
answers. One could be complexity to write. They do tend to have slightly 
higher math requirements for calculating vectors etc... Although, I 
think most people had some of that in high school calculus. Another 
explanation could be people just enjoy a 2D side-Scroller or perhaps the 
game doesn't require full 3D environment. For example Shades of Doom and 
Tank Commander don't really require a full 3D environment. They are 
perfectly  fine in a 2D plane.
