If you mean by VB (VB 6) I disagree. Here is why.
If someone starts out with VB 6 and not VB.net the new programmer is 
going to miss out on some very good programming skills and concepts that 
is the core of modern programming. Languages such as Java, VB.net, 
C#.net, etc are fully object oriented. It is best to start a new 
programmer out on it else if they learn   a none oop language like VB 6 
they will learn it, and have to start completely over from scratch, and 
in fact unlearn bad outdated coding practices.
As for C most languages in use today are second and third generation 
languages that have much in common with the parent language. Java, 
C#.net, php, perl, etc you name it look in many ways like C/C++.
