It is not quite that simple. All of the chance and community cards have
different functions not just pay or collect money. You know like move here or
there etc. So what people might edit the text file to read would also still
need to conform to those functions. Either that or the whole programming would
need to be written to be able to do whatever the card was edited to read. And
you know how that would go...

At present Jim's Monopoly game doesn't support this, but it is a feature
that should be easy enough to add. All Jim would have to do create a txt
file with all the chance cards in it, and then have those cards read in
to string variables.
Of course, the cards would have to match the proper number of the card,
but other than that pretty easy to do.
