Try looking to VPN/FW1 Administration Guide, pg 24, "Modifying an Existing
Configuration". It mentions three steps:
1) Stop the firewall; "fwstop"
2) Modify $FWDIR/conf/masters, $FWDIR/conf/controllers, $FWDIR/lib/control.map
as needed.
3) Use "fwputkey"
4) Start the firewall; "fwstart"
Hope that this helps, instead of adding to the confusion!
