I don't think there is any difference in how fvwm looks in your screenshots. What differs is the appearance of your File Manager. One of the ways you can try to go is to look at your system as at a black box: Create a new account for testing with no user config files and play around with your dnf transation history [1].
Others might have smarter recommendations though.
