No. It's a specification which defines the behaviours of windows. One of those aspects is BaseStruts which gives hints to the window manager about where the boundaries of a screen happen to be, and as such that is often interpreted to reserve those areas from having windows placed on them. > I'm using MinOverlapPercentPlacement, after trying MinOverlapPlacement. > Both seem to give pretty much the same results.
