Maybe you could have a look to XFE ( http://roland65.free.fr/xfe/ )
It is based on the FOX toolkit mainly

Or you could also dive into fvwm-crystal , if my memory is still in good condition , someone coded ( dominique ? ) a file manager with Fvwm only.
