In the meantime, I've tested other applications with 2.6.2 and a
(UseOld, NoClose) configuration:
* rxvt
* xclock
* gtk-demo (GTK 2.18.7)
They all survive the restart just fine, so as you suggested, it does
look like iiim-panel has some specific issue here.
