Also check your xmodmap settings.

Try:

xmodmap -pke

you should see XF86_Switch_VT_* settings.

And try doing a vt switch from the command line:

chvt 1

VT switching never works for me either but I mess with xmodmap because
I want the shifted Function Keys to work a bit differently.
