Bad form on the part of the developer.
Best to get back to him and have him at least give the window a unique name.

Also a dialog to control the sticky-ness should be required.
Applications using emwh are taking control of window attributes
out of the traditional X domain where behavior was controlled by
X-Resources.

Whey they do so, they should also provide the necessary dialogs to
control the behavior.
