So you're screwed then.  That's not in FVWM's remit at all.

It controls how they're opened only in that the window is reparented,
yes.  But this has nothing to do with Orca's ability to do what you
want it to.

Yes, taskbars and such are part of FVWM (if you're referring to
Fvwm{TaskBar,IconMan} -- other external applications are just that,
external.  FVWM's involvement is nothing more than managing it, it's
initial placement, etc.  It has nothing to do with the operation of
the application; its function.
