Oops, my mistake.  There is a --class option for all gtk applications
that allows to specify a unique wm class for the application.  This
makes my present task easier:

Style min StartsIconic
Exec exec foo --class=min

However, I still think that there should be a more generic solution
applicable for non GTK apps.
