I think so. I don't have GNOME / KDE on my system (just Fvwm). But the Gtk / KDE programs seem to put their ".desktop" files in /usr/share/applications. (Doing "locate .desktop" showed mainly files in /usr/share/applications. However there were a few in some service directory corresponding to plugins).
