Either I didn't correctly bootstrap the checked out sources (quite
possible, I am not a developer, anything that comes before
'./configure' is kind of murky to me) or there is something incorrect
in the CVS repository.
Use the script utils/configure_dev.sh to create the configure script from
a fresh checkout.
