I had that -no sylus up event- problem too but I thought I fixed it
with raising the threshold and suppress to 30.
The gimp sticky problem does kind of the same thing in that it doesn't
release the stylus down event but I think it has more to do with
something in gimp, ie; when I move the stylus into a gimp window
(even without doing anything) my
cpu (not memory) for X and gimp immediately jump to 45% and 45% and I think 
that is
what makes the stylus not register or lag behind. Seems to work fine
in blender.
