Why not:

Style "*"               ClickToFocus, SloppyFocus
Stlye "FvwmIconMan"     FocusFollowsMouse
Style "FvwmButtons"     FocusFollowsMouse
Style "xclock"          FocusFollowsMouse
Style "xexec"           FocusFollowsMouse

This should work in all fvwm2 versions from 2.2 onward.
