First, I am not the budget owner. The budget is owned by the event owner,
@gnokii. I just happen to have a RH CC and can pay for things. Ultimate
responsibility lies with @gnokii, not me. I will hold @gnokii responsible
from the perspective of my role with the entire Fedora Project budget.
Therefore, @gnokii must make the decision in this situation.
In general, it is not a good use of Fedora funds to pay for someone to
attend only part of an event. Your participation in FUDCon is far more
than just the talk you happen to be delivering. This is also a
contributor/regional event and you need to be there for the hallway track.
