A project that is open can advance on many fronts at once without
top-down coordination. The challenge for a manager (or benevolent
dictator) of such a project (Wikipedia, Linux) is to learn how to
organize things so that they can get out of the way. Too much planning
puts `locks' on people and decreases concurrency. To little, and
quality may suffer with proliferating redundancy..
