Until you get the real answer, I will offer what I thought I learned from the expert opinion around the table yesterday.
It was done with GPS (!) Yeah. I know. I couldn’t believe it either. I kept worrying about the shrinking and stretching of time caused by the earth’s rotation, etc. Perhaps others who were at the table can correct. The best expert we had isn’t, alas, on this list.
