The 389-ds-base LDAP server vs dogtag-pki has a broken autopkgtest as
of ~June 2020 on s390x.
This is holding back "net-snmp" migration, which is in turn holding back many
other packages:

Upstream is (now) aware of the problem and working on a fix:

But IMO, we should downgrade to 389-ds-base 1.4.4.3-1build2 (in
-release), to get things moving.
