I can't help with Redmine, but it would be good to know why the server
is returning error 53 (unwilling to perform). Usually a more detailed
message is sent to the client and something is logged in the DS errors
log. Can you check the DS error log at the time the bind fails?
/var/log/dirsrv/slapd-<YOUR INSTANCE>/errors
