Set LC_ALL="C.UTF-8", or LC_ALL="" and LC_CTYPE="C.UTF-8". # env | egrep LANG\|LC # echo $? 1 Shouldn't the command line interface work by default? Why not silently assume UTF-8 and continue? Printing a warning might be OK.
