Little activity sometimes means stable and working! I did a quick POC and set up automated provisioning of a working Ipsilon instance integrated to my FreeIPA doamin in a few lines of configuration management- looks like Keycloak would be significantly more involved, so if Ipsilon is alive and well and given that the benefits you mention for Keycloak are not so compelling for my use case, it seems to be a better fit for me.
