Like Ralf said… I think the short answer is: no.

I do not know if it was USB, but there is a SideWInder controller driver.
Plus, there is something called JoyKeys which I think uses the keyboard to
pretend to be a joystick.
There is also a USBDOS which … "contains more than 20 different programs, and
includes drivers for keyboards, mice, joysticks, printers, disk drives, and
hubs, as well as several different test and support programs."
So, it depends on your hardware and how lucky you are.
