What's more strange is that under Jemmex started with NOEMS, `mem /c` declares there's 8MB of EMS memory.

That is actually NOT strange. The NOEMS option simply means
that you do not want to reserve 64 kB for the EMS 3.2 page
frame. Without the page frame, you still do have EMS 4.0
memory with JEMMEX. Advantage: You have 64 kB more space
for UMB. Disadvantage: The EMS can only be used by apps or
drivers which support EMS 4.0, apps which require EMS 3.2
will not be able to use EMS if you use the NOEMS option.

So the name of the NOEMS option is a bit non-intuitive,
but I think other EMM386 drivers also name it like that.
