  Perhaps not. The NEC UPD70236 is still made and sold by some
 Chinese company (I saw it in Alibaba at
 HongKong Champion International Semiconductor Limited )
  In real mode, it is compatible with a 8086.

  It does not have a protected mode, but has a paged mode
 that would simplify development of an EMS manager,
 but make more difficult to implement XMS and HMA.

   BTW, another problems in making a real DOS hardware are:
 1) The BIOS. If there are open source PC bioses around, they
   could be used, perhaps with some modifications.
 2) The video. Modern video processors have little. if any, open
   access documentation, so making a video adapter shall require
   either access to proprietary documentation or a source of old
   video chips.
