You are a bit thin on the details, but it seems as if you are trying to
unzip from the ZIP file directly onto a floppy disk. That logically can
not work!
Not sure how you got that "need another 22.9MB" message (what exactly
you tried to exactly unpack exactly where), but the contents of the
FD13floppy.zip contains "image" files of the various floppy drive sizes.
"image" means that this file contains EVERYTHING, including boot sector
and root directory, which of course is larger than the 1.44MB/720KB
"user accessible" space on a formatted floppy disk.
You need extract those .img files on the PC you downloaded them on, then
use a "image writing" program like WinZIP (or dd on Linux) to transfer
the complete image (including boot sector and root directory) onto a
floppy disk.
