I'd guess that Apple Bootcamp has a minimal BIOS (if any) and doesn't include a USB keyboard/mouse to BIOS keyboard/mouse translation method. You could try Bret's USB DOS drivers (https://bretjohnson.us/) or crazii's USBDOS drivers (https://github.com/crazii/USBDDOS). You'll likely need to do that outside of the Mac Mini and modify the autoexec.bat/fdauto.bat file with appropriate references.
