I think FreeDOS is the wrong tool for that... I'd go with a Live Windows, like BartPE or anything based on it: you get a "real" Windows that can access the drive. The problem with CrowdStrike was, however, not that computers couldn't be repaired when one had physical access to the machine. The problem was that most systems were used remotely, and then... What good would FreeDOS have been anyhow?
