As far as I know, this is a known and documented issue.

So, no, for now it cannot be fixed.

Maybe in some future version of DOS.

If you really need Windows 3.1x on a FAT32-capable DOS, then I would
suggest DR-DOS from the DR-DOS Enhancement Project or possibly IBM
PC-DOS 7.1.

I have download links for both on my blog, but I've been accused of
spamming in the past so I won't give the links. I think they should be
easily Googled and I've shared them on both Reddit and Facebook in the
DOS groups.
