A simple way to move files into a Virtualbox FreeDOS instance under Windows is to just use a separate virtual hard disk. A VHD disk file can be created in Windows using standard Windows-provided disk utilities (Virtualbox supports the VHD disk format as do most other virtualizers like Hyper-V and QEMU). It's pretty easy to create, forman and mount a virtual disk and add files to it..
You can then add it to your Virtualbox config and it will show up as a second hard drive in FreeDOS with your files already on it. I found this video that shows how to create a DOS FAT VHD, including formatting it and adding a file to it.
