CONFIG.SYS does not work like that. It looks like a script or batch file but it mostly isn't. But it does a have a MENU capability ( http://www.freedos.org/kernel/config.txt). There's a few examples there as well as at Phil's Computer Lab ( https://www.philscomputerlab.com/ms-dos-starter-pack.html).
