You could use any Live CD (or USB) Linux distro, preferably one that
allows you to boot on command line without the need to go to a GUI like
Devuan (Debian with init freedom and free of the nasty SystemD). You
could use either the Devuan Live CD or even the recovery option on the
install CD (or DVD).
But you could also use specialized projects like the System Rescue CD,
which boots without a GUI (although you can run it later, should you
need/want to):

Or The Ultimate Boot CD, which contains a lot of different tools, of
which several of them would give you a linux CLI environment:

Also, if you want to go extra small, downloading just a few MB, you cold
go with the great Core Linux, with options with and without GUI:

The UBCD and the System Rescue CD are just too good to not have them
always with you. :-)
